
The Accountant General of the Federation (AGF), Mr. Shamseldeen Ogunjimi, has attributed the ongoing salary delays and disruptions in federal tertiary institutions to a poorly executed transition from the Integrated Personnel and Payroll Information System (IPPIS) to the Government Integrated Financial Management Information System (GIFMIS).
Ogunjimi disclosed this on Monday during a one-day interactive session with vice-chancellors, rectors, provosts, and regulatory agencies of federal tertiary institutions. The meeting was held in Abuja to address persistent payroll issues affecting academic and non-academic staff.
According to the AGF, the technical mishandling of the migration process led to widespread challenges, including delayed salaries, unremitted third-party deductions, and missing pension contributions.
“Since assuming office in March 2025, my office has received numerous petitions from Pension Fund Administrators (PFAs), state revenue agencies, microcredit institutions, and labour unions, all citing issues with non-remittance of statutory deductions,” Ogunjimi said.
To resolve these challenges, he revealed that an Interministerial Technical Committee was formed to develop a structured migration plan. The committee’s report recommended that the October 2024 payroll be completed using the IPPIS platform, while technical preparations for transitioning to GIFMIS should commence simultaneously.
Ogunjimi added that the committee also mandated the validation and upload of all tertiary institution staff records to the GIFMIS platform by October 31, 2024, ensuring a more stable and transparent payroll system going forward.
