The Joint Action Committee (JAC) of NASU and SSANU has called for the withdrawal of a letter circulating on consolidated non-teaching staff allowance matters, describing the communication as inconsistent with the ongoing negotiation process.
In a letter dated 16th April, 2026, and addressed to the Honourable Minister of Education as well as the Federal Ministry of Education, the JAC stated that it was aware of social media and official circulation of the purported circular. The committee said the content of the circulating letter claims an increase of *30%* in consolidated salary for non-teaching staff, but added that the issue has not been finally concluded.
The JAC further expressed shock that the purported development was being treated as settled, saying the unions are still involved in active negotiations with the Federal Government. It stated that the renegotiations between the government and the two unions remain ongoing under the chairmanship of the Federal Government’s representative.
According to the committee, the unions have not reached agreement on the allowance in a manner that would justify implementation, emphasizing that any outcome must follow proper collective bargaining processes. The JAC also noted that it is not a party to the circulating letter and urged the Minister to withdraw it, adding that the unions are not ready to accept less than what may be agreed through the appropriate negotiations.
The unions further said the Honourable Minister should recall another communication titled “Request for Urgent Conclusion of NASU and SSANU 2020/2023/2029 Review of University Non-Teaching Staff Allowance,” dated 27th March, 2026. The committee claimed that the Minister had earlier issued assurances on the review and conclusion of agreements, including a notice dated 21st April, 2025 to complete and sign the review outcomes.
JAC added that it has reiterated its demand for the agreements to be signed by the end of the first quarter, warning that any further delay could undermine industrial harmony in university communities.
The committee concluded by urging action to restore clarity and ensure that the final decision on the allowance is reached through the proper conclusion of negotiations.
