NASU Members to Receive New CONTTA, Earned Allowances as FG Approves Enhanced Welfare Package
The Federal Government has approved a comprehensive review of the remuneration package for members of the Non-Academic Staff Union of Educational and Associated Institutions (NASU) in the Federal Public Service, introducing revised Consolidated Non-Teaching Tools Allowance (CONTTA) and Earned Allowances (EA) with effect from January 1, 2026.
The approval was contained in a circular dated July 20, 2026, issued by the National Salaries, Incomes and Wages Commission (NSIWC) following the agreement reached between the Federal Government and NASU on June 29, 2026.
According to the Commission, the new remuneration package is specifically for non-teaching staff members of NASU in Federal Universities and is designed to improve staff welfare through enhanced professional support and duty-related incentives.
The circular explained that the reviewed package consists of two major components.
The first is the Consolidated Non-Teaching Tools Allowance (CONTTA), an annual allowance intended to cover expenses relating to professional association subscriptions, conferences, workshops, refresher and update programmes, information technology (IT) skills development, internet and data services, as well as the acquisition of professional documents, including Acts, Laws, Gazettes, Circulars and Public Service Rules.
The second component is the Earned Allowances (EA), which are payable only to eligible non-teaching staff performing specific duties. These include Responsibility Allowance, Students Work Experience Programme (SWEP) Allowance, Call Duty Allowance, Hazard Allowance and other approved duty-related incentives contained in the agreement.
Under the reviewed CONTTA structure, annual payments have been approved for officers on the Consolidated Tertiary Institutions Salary Structure (CONTISS), with the amount varying according to salary grade level and step. The circular also approved an annual CONTTA of ₦331,684 for Registrars and Bursars.
In addition, the Earned Allowances have been reviewed upward across eligible categories. Responsibility Allowance for Registrars and Bursars was increased from ₦750,000 to ₦840,000 annually, while other officers performing designated responsibilities are also to benefit from the revised rates.
The National Salaries, Incomes and Wages Commission directed all relevant Ministries, Departments and Agencies, including the Office of the Chief of Staff to the President, the Office of the Secretary to the Government of the Federation, the Office of the Head of the Civil Service of the Federation, the Accountant-General of the Federation, the Budget Office of the Federation and other affected government institutions to ensure immediate implementation of the approved remuneration package.
The Commission stated that the reviewed allowances take effect from January 1, 2026, describing the approval as part of the Federal Government’s commitment to improving the welfare, productivity and service delivery of non-teaching staff in federal universities.
